Endgültig wird das Problem der strafrechtlichen Verfolgung nur dann gelöst werden können, wenn harmonisierte Straftatbestände hinsichtlich Handlungen zum Nachteil der finanziellen Interessen der Gemeinschaft festgelegt und geeignete Strafprozeßvorschriften eingeführt werden. Nunmehr gilt es jedoch, mit den heute verfügbaren Mitteln und insbesondere den Unterstützungsinstrumenten des Amtes, unverzüglich praktische Maßnahmen zu ergreifen, damit die Bedingungen, unter denen Rechtshilfe stattfindet, verbessert werden.
