1. The rapporteur agrees on the fact that discharge for the agencies excepting those mainly financed by their own resources will be given by the Parliament on the recommendation of the Managemenet Board, according to article 206 of the Treaty.For the remaining ones (Alicante, London and Angers), he proposes that discharge could be given by the Management Board following the recommendation of the Parliament under the following conditions:
