I believe that it should be something akin to the position of a Head of State in a parliamentary democracy, comprising therefore a sort of partly obscure and partly visible collective head of the confederation of states, the visible representative of which, intelligible to all, would be an individual, of course, that is to say a president, whose existence is already envisaged in the Lisbon Treaty and who is a very important figure, bearing in mind that wherever some form of collective head of state appears, it usually presages the break-up of the state.
Ich bin davon überzeugt, dass er die Funktion eines Staatsoberhaupt in einer parlamentarischen Demokratie übernehmen und deswegen eine Art eines teilweise verdeckten und teilweise sichtbaren gemeinsamen Kopfes der Staatenkonföderation darstellen sollte. Der sichtbare Vertreter davon wäre – nachvollziehbar für alle – ein Präsident, dessen Existenz bereits im Vertrag von Lissabon-Vertrag festgelegt wurde und der ein sehr wichtiges Amt einnimmt. Dabei muss beachtet werden, dass wo auch immer eine Art gemeinsames Staatsoberhaupt auftritt, es gewöhnlich den Untergang des Staates ankündigt.
