Since the negotiations with the consortium of applicants on the Galileo contract had come to a dead halt, the Presidency of the Council met with the Commission in February and had talks with the consortium partners, which talks revealed that the firms involved in the project had not acted on the decisions they had taken in December 2005 on important organisational issues and that they, despite being pressed as a matter of urgency by the Presidency to discharge their obligations, had been unable to agree on a joint course of action.
Angesichts der Tatsache, dass die Verhandlungen mit dem Bewerberkonsortium über den Konzessionsvertrag für Galileo an einem toten Punkt angekommen waren, hat sich der Ratsvorsitz im Februar mit der Europäischen Kommission getroffen und Gespräche mit den Partnern des Konsortiums geführt. Hierbei wurde deutlich, dass die an dem Projekt beteiligten Firmen die von ihnen im Dezember 2005 gefassten Beschlüsse über wichtige organisatorische Fragen noch nicht umgesetzt hatten und dass sie sich trotz der dringenden Aufforderung des Vorsitzes, ihren Verpflichtungen nachzukommen, nicht auf ein gemeinsames weiteres Vorgehen einigen konnten.
