Starting at around 1.6 % of the total population at the end of 2004, the share of mobile EU citizens increased to 2.4 % four years later (end-2008) and then more slowly (to 2.8 % at the end of 2012[7]) due to both the economic recession and the gradual reduction in the mobility potential from central and eastern Member States[8].
