Despite the signing of the Cotonou agreements at the end of July 1993, which provided for the free movement of relief convoys through the territories controlled by the ULIMO and NPFL factions and the interim government of national unity, a number of corridors have remained closed to humanitarian aid, including the Monrovia road via Kataka that serves the project area.
Trotz der Unterzeichnung der Abkommen von Cotonou Ende Juli 1993, die u.a. die freie Durchfahrt humanitärer Lastkraftwagenkolonnen durch die von den aufrührerischen Gruppen ULIMO und NPFL und der Interimsregierung für Nationale Einheit (IGNU) kontrollierten Gebieten vorsehen, sind noch immer einige Korridore unbenutzbar. Dies gilt für die Straße von Monrovia durch Kataka, die es ermöglichen würde, das Projektgebiet direkt zu versorgen.
