Downstream from the research and demonstration stages, the EU will stimulate environmentally friendly innovation by creating the conditions to bring mature new technologies to the market through standard setting and regulation (e.g. successive EURO norms for road vehicles, improved tyres), promotion of clean vehicles on the basis of public procurement (e.g. of buses), fiscal instruments [26] (e.g. unleaded petrol) and state aids, agreed targets (e.g. the 5.75% biofuels target for 2010, the voluntary agreement with the automotive industry to lower CO2 emissions to 140g/km by 2008 and to 120 g/km by 2012 in line with the EU strategy on CO2 emissions), or international greenhouse gas emissions reduction targets), user awareness (e.g. energy la ...[+++]belling; consumer and user behaviour campaigns), and coordinated action in other policy areas to release synergies (e.g. agro-industrial policy on biofuels), stimulation of investment in distribution infrastructure for alternative fuels.

The Commission's work in this area will be based notably on input from other Community Programmes, and in particular the Community strategy on CO2 Emissions from Cars, the Auto Oil II Programme and the European Climate Change Programme.

For instance, an area of 6 000 m2 was reserved on the installation site of a large combustion plant in Mannheim, Germany, authorised on 27 July 2009, with a view to allowing for later retrofit for CO2 capture.

[10] In order to achieve this, Member States are recommended to deliver through innovative financial instruments a specific percentage of the allocations made in their Partnership Agreements to each of the key investment areas as follows: 50% in the field of SME support, 20% in the field of CO2 reduction measures, 10% in the field of Information and Communication Technology, 10% in the field of sustainable transport, 5% in the field of support for Research Development and Innovation and 5% in the field of environmental and resource efficiency.
