3. Notwithstanding the prohibition laid down in paragraph 1, in exceptional cases and for duly justified reasons, Member States may continue to authorise the existing sponsorship of international events or activities in respect of which agreements are already in place at the date of entry into force of this Directive for a period ending no later than 1 October 2006, provided that: the sums devoted to such sponsorship decrease over the transitional period, and that voluntary restraint measures are introduced in order to reduce the visibility of advertising at the events or activities concerned.
3. Unbeschadet des in Absatz 1 festgelegten Verbots dürfen die Mitgliedstaaten in hinreichend begründeten Ausnahmefällen das Sponsoring von internationalen Veranstaltungen oder Aktivitäten, über das zum Zeitpunkt des Inkrafttretens der Richtlinie bereits Vereinbarungen existieren, für eine Übergangsperiode, die spätestens am 1. Oktober 2006 endet, weiterhin genehmigen, sofern die dafür aufgewandten Beträge im Verlauf der Übergangsperiode gesenkt werden und freiwillige Selbstbeschränkungsmaßnahmen ergriffen werden, damit die Werbung bei solchen Veranstaltungen oder Aktivitäten weniger sichtbar ist.
